Plain vinegar will not work. However, add about 1/3 of a box of salt and a bit of dishwashing liquid (I use Dawn - the original blue formula) It works like a charm. I have been trying to kill a grape vine and poison ivy for the 20 years I have owned my home. I have tried everything. This formula worked. No grapevine or poison ivy this spring. It has also gotten the Virginia Creeper, which I am allergic to. It "creeped" into my yard by the hundreds of plants from my neighbor's yard. It is now pretty much under control. At least all of the big roots and vines are dead. The birds keep bringing more seeds, but I keep dumping the vinegar mix on them. I live in Texas and Texas weeds are tenacious. This formula kills them. Yeah!
